Cursor Agent 02e5ede084 fix(blueprints): fail closed on marker ownership for apply and withdraw

Require a matching .blueprint.json before withdraw or in-lock apply overwrite,
treat already-absent stacks as withdrawn, and block compose/marker file writes
while a stack lifecycle lock is held so confirmed applies cannot deploy editor
races or hijack unmanaged directories.
