* fix(heal): quarantine corrupt root recovery records

Keep invalid root-heal records durable while isolating them from healthy recovery owners. Serialize startup replay with administrator admission and fence quarantined task IDs so independent compensation heals can proceed safely.

* fix(ci): align release workflow contract tests

* fix: satisfy root recovery clippy checks
