Hauser f64cb816db fix(scanner): preserve checkpoint progress across object failures (#8642) ...

Separate completed traversal from persisted object health debt so leader
handoffs reuse healthy subtrees and retry failures without losing progress.
Fence old readers with a new receipt digest domain and preserve exact
accounting under diagnostic eviction, compaction and punctuation ordering.
