Hauser 36c6c2e34b fix(lock): contain slow peer RPC admission storms (#7970 )

Add per-peer acquisition backoff, degraded in-flight admission, deadline propagation, bounded late-release cleanup, and rate-limited diagnostics for slow lock endpoints. Preserve quorum and fail-closed held-lock refresh semantics.
