* feat(s3): serve Veeam SOSAPI system and capacity XML

Authenticated GET and HEAD of the two well-known SOSAPI keys return
generated XML, and read preconditions use that generated ETag and
Last-Modified. Mutations of those keys are rejected while the feature
is on.
