* feat(tools): add read-only BTF prototype inspection

Expose bounded declared prototype headers through a standard-library CLI, preserve explicit void and failure semantics, and wire local contracts plus an independent compiler/bpftool reference into CI.

Clear checkout credentials and capture bounded native stderr alongside stdout, preserving exact exit status and owned child cleanup. Keep the first reference failure unresolved rather than guessing its missing diagnostics.

* ci(tools): select a concrete bpftool file parser

The hosted PATH wrapper can exist without tools for its Azure kernel. Select an executable ELF by availability/version before comparing the fixed fixture, installing generic tools only when needed. Data comparison errors remain fatal and never trigger tool switching.
