Limit warm-cache startup to the smaller of the cycle interval and one
minute before jitter, while preserving explicit startup settings.
Publish configuration gauges when applying runtime settings and retain
timeout diagnostics until an actual new cycle begins.

Bound read-only startup inspection and make startup and pre-leadership
retries respond to cancellation and configuration changes. Preserve one
startup deadline and discover replication behind lifecycle-only buckets.
Avoid irrelevant bucket listings and repeated per-disk reconfiguration.

* fix(scanner): retain effective startup policy and fallback metrics
Keep the sampled startup deadline when configuration changes leave its
normalized policy unchanged. Initialize retained runtime metrics after
an invalid first refresh without suppressing the validation error or
replacing a newer accepted configuration.
