Hauser 4c997519e8 refactor(storage): replay decoded dirty journal records (#9030) ...

Reuse the owned frame's decoded record with bounded canonical size checks
and the existing scanner validation/application core. Keep the complete
outer parser and own the journal state fields without a JSON round trip.
