Hauser b4026b43b2 feat(observability): attribute local batch shard reads (#8991) ...

Record local batch eligibility, blocking queue and execution time, shard
outcomes, and actual read bytes behind the existing GET-stage metrics gate.
Keep captured metric handles with the blocking worker after cancellation
and use scoped low-latency histogram buckets for the new duration series.
