Hauser 928a369445 fix(obs): skip address discovery for initialized node identity (#8730)
* fix(obs): skip address discovery for initialized node identity

Check the nonblocking node name before resolving the local IP, retaining the final name recheck after fallback. Add portable publication regressions and Linux worker-local netlink fault coverage.

* test(obs): keep identity contention checks in common

Exercise the real held-writer getter inside its owning module. Publish through the existing runtime helper from obs tests, retaining the kernel netlink failure and recovery coverage without bypassing architecture guards.

* fix(obs): scope unsafe allowance to seccomp test helper

Document the bounded prctl FFI safety contract and allow unsafe code only
inside the Linux fault-filter installer so workspace unsafe-code denial
continues to apply everywhere else.
