Hauser 13ee76a4a9 fix(ecstore): validate recovery evidence before mutation (#8487) ...

Reject causal cycles before source repair and share conservative backup
classification between discovery and inspection. Fence public raw deletion
and derive exact-key removals from successful settlement without an extra
metadata read. Preserve the existing physical phases and strict source checks.

Make outage and renewal fixtures deterministic without weakening their
convergence assertions, and complete strict TLS/RPC lint cleanup.
