A restarted node published FullReady from its own view while survivors still counted its drives unavailable (stale DNS for the old pod IP, then the Offline->Returning->Online hysteresis). A rolling update could then stop the next pod and cost a set its read quorum (#8669). Add a read-only PeerDriveAdmission internode RPC that reports how a peer sees another host's drives, and gate the startup FullReady transition until a strict majority of each erasure set's peers count this node's drives online. The gate shares the startup budget, releases after 15s of unreachable peers, skips immediately when older peers cannot answer, and can be disabled with RUSTFS_STARTUP_PEER_READMISSION_ENABLE=false.
