Hauser 90a39a5083 perf(heal): borrow intents during retirement proof checks (#8800) ...

Share the existing canonical identity resolver with a non-authoritative source eligibility query. Group borrowed intents and create owned anchors only for retired generations, preserving cache and responsibility contracts and moving proof keys.
