Hauser 9ca0e9b717 fix(obs): isolate bucket usage dashboards by cluster (#8510) ...

Keep same-name buckets in independent clusters separate while deduplicating
replicated usage observations. Document the existing scanner-backed exporter
and cover its gauge contract and cluster-scoped queries.
