Initialize host telemetry artifacts before external captures so reused output directories cannot retain prior successes. Share normal and error-path finalization, reap collectors on request failure, and preserve the primary exit status even if status recording fails.

Treat only the exact system-prefix read-quorum result as incomplete during bounded polling. Preserve strict final reads and the shutdown/drain assertions, record failed observations, and cover interrupted empty streaks and unrelated errors.
