fix(storage): reject ordinary deletes from managed artifact buckets

Reject single, batch, and exact-version deletes before staging mutations.
Transfer real lifecycle ownership through detached deletion and reuse the
cleaner's existing owner to avoid a queued-writer deadlock.
Correct the physical-tail cancellation observer and cover disconnected PUT
publication plus managed delete refusal with four-node tests.
