chore(ecstore): standardize 24 bare TODO/FIXME to tracked format

Convert all bare TODO/FIXME comments in ecstore to TODO(backlog)
with descriptive messages. Each now clearly states what feature or
improvement is needed. Also fixed a TODD typo in local.rs.

The 13 existing RUSTFS_COMPAT_TODO entries were already properly
formatted and are unchanged.
