feat(ilm): add manual transition run endpoint (#5171)
* feat(ilm): report manual transition backfill outcomes Add scoped lifecycle transition backfill reporting for backlog #1478 and expose enqueue outcomes needed by #1479 without changing the existing scanner/compensation bool API.
