Previously, if we ticked the checkbox for a PR that's open, but has pending updates, we recreate the branch with the latest version, regardless of whether it's `pending` or not. This can lead to cases where we accidentally bring an update that's not passed `minimumReleaseAge` into the branch. To prevent this, we can make sure that we only treat a Dependency Dashboard checkbox/PR rebase request as consent for an update when it is the new `unpend` check, or when using `checkedBranches`. For visibility, we both log an INFO and `ensureComment` on the PR to indicate why this branch isn't being updated past the version we're currently proposing (which may change from the rebase update, but won't include a pending version). The comment is removed once a requested rebase is applied, and is only removed when rebases are requested, avoiding unnecessary platform requests on non-rebase updates.
