Jamie Tanna 711d46b19b refactor(config): add requiresCheckAtTrustBoundary option flag ...

As part of follow-up changes, we'll introduce stricter validation for
config options that need to be re-validated before use.

We can prefactor by adding a new field to the config options, and making
sure it doesn't appear in the generated docs.
