Jamie Tanna f1cd516513 refactor(workers/repository): add isMinimumReleaseAgeApplicable/isMinimumConfidenceApplicable (#44824) ...

As part of follow-up changes, we'll use these functions to centrally
determine as to whether to execute `minimumReleaseAge` or
`minimumConfidence` checks against a given updateType.

For now, we can wire this into our documentation tests, to make sure
that this stays in sync with `isMinimumReleaseAgeApplicable`.
