Callum Hart 548f5c77e4 fix(manager/mise): look up swift releases in swiftlang/swift (#47374) ...

The swift repository is swiftlang/swift; swift-lang/swift doesn't exist, so every lookup failed. Its tags look like swift-6.3.3-RELEASE, and the old extractVersion kept the -RELEASE suffix, which made every release look unstable. Both now match the swift-actions/setup-swift entry in the github-actions manager.
