* feat(workarounds): add helm-docs workaround for old tags from 2019

This adds a workaround to disable two versions of https://github.com/norwoodj/helm-docs, which were tagged in 2019 as `19.0110` and `19.0614`.

The versioning scheme has since changed to semver, which makes renovate propose the two old versions.

Fixes https://github.com/renovatebot/renovate/discussions/46791.
