Michael Kriese dc71c78337 fix(vulnerabilities): apply vulnerabilityAlerts limits to packageRule alerts (#47211) ...

packageRules can mark updates with isVulnerabilityAlert without forcing the vulnerabilityAlerts config, so those updates used the repository-wide prConcurrentLimit and branchConcurrentLimit instead of the vulnerabilityAlerts ones.
