Jamie Tanna 15fb543905 feat(datasource/github-runners): add releaseTimestamps (#46885 )

* feat(datasource/github-runners): add `releaseTimestamp`s

As per #46806, we can retrospectively add the relevant
`releaseTimestamp`s for the `github-runners` Datasource.

Claude Sonnet has cross-referenced this with announcements [0] with
rough measures from the Git history, and seems confident.

We can also add a test to make sure that all known release channels have
a `releaseTimestamp`, to aid future contributions.
