Jamie Tanna 08cb221f4a fix(workers/repository): pass constraints correctly when applying postUpgradeTasks (#47069) ...

As noted in #47068 and #43633, our implementation in
e83acfb2ef missed the case when in
`executionMode=branch`, resulting in no `constraints` being passed, and
therefore using incorrect versions of tools.
