Jamie Tanna 3fe646d83a fix(config): document where our artifact update options can be used (#46699) ...

As part of #43020, we should document config options that impact
artifact updates.

As these are read from `UpdateArtifactsConfig`, this includes per-update
config merging, allowing i.e. `packageRules`.

This now surfaces them in i.e. `packageRules` in our JSON schema, and also
adds a config validation warning if they're referenced in the wrong
location.
