Jamie Tanna 677e621931 fix(config): document where rate limits can be used (#46696) ...

As part of #43020, we should also document that the various rate limits
can be specified repository-wide, as well as per-upgrade, when
`calcLimit()` reads each limit from the upgrades in a branch and takes
the lowest value of all value(s).
