Jamie Tanna df8fe3dab8 fix(json-schema): specify missing additionalProperties for maps of values (#46681) ...

As a follow-up to the previous change, we should make sure that these
config options have their `additionalProperties` defined explicitly.

As `statusCheckWhen`'s allowed values are now needed in two places, we
can share them from `config/types`, rather than redeclaring them in the
validation.

In a follow-up commit, we'll ensure that only valid key names can be
used for `StatusCheckWhen`'s object keys.
