Michael Kriese 105dc2eed5 fix(platform/azure): hash the full PR description in getPr (#46872) ...

The PR list endpoint returns descriptions truncated to 400 characters, so
the body hash of every PR with a longer description never matched and
Renovate updated those PRs on every run. Read the full description with
`getPullRequestById` in `getPr` and compute the body struct from it.
