Jamie Tanna 9284b7ed47 fix(changelog): don't duplicate depName when it matches repo name (#46789) ...

As noticed in #46787, when a GitHub Action performs an update where the
`repoName` and `depName` are the same, we get i.e.

    jlumbroso/free-disk-space (jlumbroso/free-disk-space)

of which the unnecessary duplication isn't ideal.
