Sebastian Poxhofer ebdf90aff3 fix(workers/lookup): only flag downgrades when the versioning orders the values (#46725) ...

The downgrade guard generalised in #46146 dropped every aws-machine-image
update, because that versioning reports each AMI as greater than any other
and relies on the datasource order instead. Require a strict ordering before
treating an update as a downgrade.
