* fix(deps): downgrade @yarnpkg/core to 4.9.1

@yarnpkg/core@4.9.2 was published with a yarn-only `patch:` dependency on
`got`, so `npm install renovate` fails with EUNSUPPORTEDPROTOCOL since
44.131.1. pnpm tolerates the specifier as a dangling link, which is why the
Docker image and CI were unaffected.

Downgrade to 4.9.1, block 4.9.2 in renovate.json until
yarnpkg/berry#7282 lands, and add an npm dry-run install of the packed
tarball to the e2e job so this class of publish error fails CI.
