Michael Kriese f3ec5e6b51 fix(http): skip throttle and queue for cached responses (#46622) ...

Responses served by the cache provider's `bypassServer` no longer wait
for a `maxRequestsPerSecond` throttle slot or a concurrency queue slot.
Only requests that reach the server are throttled and queued.
