Jamie Tanna 57bd81f3ac fix(datasource/go): check GitHub Tags for a later release timestamp (#46631) ...

Similar to changes in d8705054b0, we
should make sure that when there is an annotated Git tag (on GitHub) we
use the tag's `tagger.date` by using the `queryTags()`, and then using
the latest date, instead of relying on the GO module proxy's `Time`
field.

We can use an example from `github.com/kr/pretty@v0.3.1`, whose tag was
created some weeks after the commit it points to.
