Jamie Tanna d6946be005 fix(cache): include postUpgradeTasks in branch commit fingerprint (#46416) ...

As noted in #46224, when a repo's `postUpgradeTasks` is changed,
Renovate didn't previously treat that as a reason to re-process a given
branch, as the branch's fingerprint didn't include that.

We can make sure that any changes to a `postUpgradeTasks[].commands[]`
or `postUpgradeTasks[].fileFilters[]` leads to a nudge to re-process the
branch.

We intentionally don't include `executionMode` and `installTools`.
