Jamie Tanna 0253f4b23e fix(manager/dockerfile): don't attempt to update apk/apt for unknown image families (#46325) ...

If we don't discover the image family for a given image, instead of
suggesting a package update that may not exist - as we may look up a
`defaultRegistryUrls` entry that doesn't match the distro we're using -
we should not suggest any update.

In these cases, we can specify the `skipReason: unknown-registry`.

In #45706, we'll try and auto-detect this where possible.
