* feat(manager/dockerfile): extract `apt install` packages from `RUN` instructions

Similar to the support we've recently added for extracting `apk`
packages in `Dockerfile`s, we can also extract `apt install` and
`apt-get install`s.

We can build on top of our shared extraction layer, and:

- preserving an `:arch` qualifier when replacing the version
- skipping versions/constraints we can't update
