Jamie Tanna 77da69117e fix: initialise logger before proxy (#44152) ...

As noted in #44128 and
https://github.com/mend/renovate-ce-ee/issues/879, without this change,
we see a `Renovate's logger has not yet been initialized` warning, which
isn't necessary as we can reorder these.
