Jamie Tanna 5e5af62224 refactor(vulnerability): extract ecosystem<->datasource translation (#42435) 
As part of the addition of the new Enrichment modules, we should perform
a prefactor that'll introduce a shared helper for the how we translate
an "Ecosystem" according to OSV with a datasource that Renovate
understands.
