Jamie Tanna eeaa20fe2c ci: evaluate codecov fail_ci_if_error as an expression ...

As we're missing the `${{ }}`, we're passing in the literal string
`github.event_name ...` to `fail_ci_if_error` which may not evaluate as
expected.
