Jamie Tanna 4caf57e58d docs: introduce "buckets" and "audience" labels (#47020 )

As part of ongoing efforts to understand how the Renovate project's many
backlogs of work come in, as well as providing a better means to
prioritise incoming requests, we can introduce some new label types, and
some cross-cutting labels too.
