Jamie Tanna c5e0ef861e ci(release): notify to Slack on release pipeline failures (#39340 )

As a follow-up to [0], we can follow [1] and [2] to add Slack
notifications when the release pipeline fails.

We can make sure that this will only trigger for the Renovate
repository, on pushes to `main`.
