Michael Kriese c503e44adc fix(cache): handle redis client connection errors (#46754) ...

The Redis package cache client had no `error` listener. node-redis emits
connection errors, such as an idle socket closed by the server, as
`error` events and reconnects on its own, but an unhandled `error` event
exits the process. Log them instead: once as a warning, every time at
debug level.
