* fix(platform/azure): re-apply auto-complete settings to existing PRs

Azure set PR auto-complete, including the merge strategy, only when it
created a PR. Existing PRs kept the settings they were created with, so a
changed `automergeStrategy` never reached them, and a branch policy that
requires another merge strategy blocked their auto-complete for good.

Implement `reattemptPlatformAutomerge`, which the branch worker calls for
existing PRs after a new commit, and share the auto-complete setup with
`createPr`. Errors are logged as warnings, like on GitHub.
