Michael Kriese 20883909b8 build(deps): add @renovatebot/base-image package (#46784 )

Add `@renovatebot/base-image` as a dependency at the same version as the
`ghcr.io/renovatebot/base-image` Docker image, so packages that consume
Renovate's types get it installed too. Renovate updates both in one
`renovate-base-image` group with the same commit types, and a
`lint-other` check fails when the two versions differ.
