Michael Kriese 8e19aef903 test(util): cover remaining implicit else branches (#45840) ...

Two `if` statements had their implicit else path untested:

- deleteLocalFile: the no-localDir case never ran
- getMergeConfidenceLevel: the API returning an unrecognised confidence
  value never ran, so the 'neutral' fallback was untested
