Jamie Tanna 3ea57eb6ab fix(datasource/helm): don't perform lookups for oci:// ...

As seen in #36734, and across Mend-hosted Renovate, we've been seeing a
high number of errors i.e.

```

This happens because the `oci://` protocol isn't currently supported by
Renovate.

As this is an ERROR log, this leads to Renovate failing with an exit
code, which can be noisy for operators.

Instead, we can fail earlier in the Helm datasource and inform the user
how to correct it.
