Michael Kriese 293a29bef6 test(config): don't read a local config.js in the config file tests (#46995) ...

The tests for the default config file resolved `config.js` in the
working directory, so a developer's own config.js was imported and
printed in the assertion diff. Resolve the default config file in a
temporary directory without such a file instead.
