Simply keeps the `.bazelversion` file updated.

### Lockfile support

When a `MODULE.bazel.lock` file exists in the repository, updating the Bazel version also regenerates the lockfile.

It will only run if the [`allowedUnsafeExecutions`](../../../self-hosted-configuration.md#allowedunsafeexecutions) global option includes `bazelModDeps`.
